Supervising five national-park visitor centres at once: what coordination really costs

The World Bank-funded IFPA-CD programme asked SANS LIMITE to act as Project Manager on behalf of the Uganda Wildlife Authority for five Visitor Information Centres, one each at Murchison Falls, Semliki, Rwenzori Mountains, Kibale and Bwindi Impenetrable National Parks. Five sites, five contractors, one standard.
The engineering of each centre is unremarkable in isolation: modest single-storey public buildings with parking, drainage and services. The difficulty is delivering them in parallel, hundreds of kilometres apart, on terrain that ranges from savanna to montane rainforest, while holding every site to the same ESIA/ESMP commitments and quality bar.
Supervision at this spread is a logistics discipline before it is a technical one. Fortnightly reporting, photographic evidence, weather-day logging and a shared non-conformance register turn five projects into one programme. The buildings are the deliverable; the coordination is the work.
